Navigating the Digital Jurisdiction: SAARC Journalist Forum Explores the Impact of the Online Safety

The digital age has ushered in an era of unprecedented connectivity and information sharing, transforming the landscape of journalism and communication. To delve into the multifaceted implications of the Online Safety Bill in Sri Lanka, the SAARC Journalist Forum recently joined a live discussion on November 25th, 2023. This engaging session was conducted by Mr. Maheeshwara Kirindigoda, the Internet Governance Initiative & Media Secretary at the Central Province Governor's Office, and moderated by Mr. Azad Musthaffa, Attorney at Law and Program Director at the Sri Lanka Journalist Forum.

The SAARC Journalist Forum, recognized as a regional journalist body by South Asian journalist member states of SAARC, was established with the goal of promoting journalism, fostering development, facilitating networking, advocating for policy reforms, and achieving common objectives in the SAARC countries' journalistic landscape.

The event also saw active participation from Sri Lanka Development Journalist Forum fellowship members, adding diverse perspectives to the live discussion.

The proceedings commenced with a welcome speech by Mr. Raju Lama, the President of the SAARC Journalist Forum, setting the stage for a thoughtful exploration of the Online Safety Bill and its implications on freedom of expression in the digital realm.

The discussions covered a range of crucial topics, beginning with an overview of internet governance. Participants engaged in a comprehensive examination of the significance of the internet and its implications, particularly focusing on the evolving role of journalists in this dynamic environment.

One of the central themes of the discourse was an exploration of the adverse effects of web and social media usage, including the spread of fake news, cyberbullying, and hate speech. As digital platforms become powerful conduits for information dissemination, understanding and addressing these challenges have become imperative for journalists committed to ethical reporting and public service.

The heart of the conversation revolved around the Online Safety Bill. The speakers provided an introduction to the bill, analyzing its potential impact on freedom of expression, right to information, freedom of thoughts and conscience and its alignment with the Internet Governance Human Rights Charter and the Constitution of Sri Lanka. The discussion delved into specific clauses that raised concerns, with a particular emphasis on the commission's powers and the penalties outlined for non-compliance with the bill.

Critically, participants assessed whether the proposed legislation strikes the delicate balance between ensuring online safety and preserving the fundamental right to freedom of expression.
